Finland has become the most active data centre construction market in the Nordics, and the people needed to build, power, and run those facilities are now the binding constraint. Google is expanding its hyperscale campus at Hamina. Microsoft is developing three facilities across Espoo, Vihti, and Kirkkonummi. Equinix, Verne, atNorth, Borealis Data Center, Telia Finland, and Elisa all hold operational sites, and a queue of new entrants is committing capital from Helsinki to Kajaani. Every one of those projects needs qualified technical staff, and the labour market to supply them is thinner than the investment numbers suggest.

How big is Finland’s data centre market?
Finland’s data centre market is one of the fastest growing in Europe, expanding from roughly 285 MW of operational capacity toward a forecast that could pass 1.5 GW by 2030, with announced projects already surpassing 3.4 GW.
Those figures come from a 2025 study commissioned by the Confederation of Finnish Industries (EK) and the Finnish Data Center Association (FDCA), which modelled around 50 percent market growth to 2027 before the pace eases [1]. A separate 2025 census by the Digital Economic Security Lab, a joint research group run by Aalto University and the University of Oxford, counted 40 operational data centre sites in Finland [2]. Most of them, 34 sites, provide colocation services, and 17 sit in the capital region of Helsinki, Espoo, and Vantaa [2]. Eighteen of the operators are headquartered in Finland, so this is not purely a hyperscaler story [2]. Three sites already run large GPU clusters capable of training generative AI models: LUMI, operated by CSC in Kajaani, a Verne facility in the capital region, and a Nebius site in Mäntsälä [2]. Google’s Hamina campus remains the country’s one true hyperscale site [2].
The drivers are well understood: a cold climate that cuts cooling costs, a high share of low-carbon electricity, strong fibre connectivity, and available land [3]. The market’s maturity is now showing up in policy, with the Finnish government moving to raise the electricity tax rate applied to data centres out of the lowest band, a signal that the sector is treated as mainstream industrial infrastructure rather than a niche to be incentivised [1]. Which roles do data centre projects in Finland need to hire?
Staffing a data centre in Finland is two hiring problems, not one. There is the facility itself, the power, cooling, and controls that keep the building alive, and there is the IT and network layer that runs on top of it. Most hiring pain sits in the first category, because those skills are shared with energy, heavy industry, and construction, all of which are hiring at the same time.
Key roles hired for on Finnish data centre projects:
- Critical facilities technician (shift): planned and reactive maintenance on electrical and mechanical infrastructure, alarm monitoring through building management systems, and testing of generators, UPS, switchgear, and cooling plant, on 24/7 rotation.
- Critical facilities or M&E engineer: owns reliability of power and cooling systems, including power distribution, chillers, HVAC, fire suppression, and maintenance strategy.
- Electrical engineer or high-voltage specialist: supervises electrical installation and operation, and must hold the correct Finnish electrical qualification (see below).
- Controls and BMS specialist: configures and maintains the building management and monitoring systems that give operators visibility across power and cooling.
- Data centre and network operations engineer: installs and maintains servers, storage, and network hardware, and responds to incidents in colocation environments.

- Facilities manager, site manager, and operations director: carry staffing, vendor coordination, safety, security, and the service level commitments the business sells.
As sites move to liquid cooling and higher rack densities for AI workloads, controls, high-voltage, and mechanical cooling skills are rising fastest in value. Experienced site leadership is the scarcest category of all, because a market adding this much capacity needs proven operators at the same moment.
What do data centre roles pay in Finland?
Data centre roles in Finland typically pay at or above the national median, with certified engineers and site leadership sitting in the top earnings decile. Finland does not publish a standalone occupational wage for data centre staff, so credible benchmarking means mapping these roles onto verified national earnings categories and adjusting for shift patterns, criticality, and certification.
The anchor is Statistics Finland’s Structure of Earnings data for 2024, the most authoritative national source. The national median total earnings for full-time employees was EUR 3,615 per month in 2024 [4]. The information and communication sector, which captures most IT and network roles, recorded the highest median of any sector at EUR 4,990 per month [4]. Uusimaa, the region around Helsinki where most Finnish data centres sit, had the highest regional median at EUR 3,967 per month, and the best-paid tenth of all employees earned at least EUR 6,119 per month [4].
Against that backdrop, the indicative gross monthly ranges below reflect roles weighted to the capital region, where the majority of hiring happens. They are benchmarks rather than fixed rates, and real offers move with experience, certification, and shift loading.

Two Finnish specifics change the headline numbers. Shift work is compensated through collective agreements, so evening, night, and weekend premiums are added on top of base pay for the many roles that run 24/7 rotations. And base salaries in Finland are quoted monthly, with holiday pay arrangements adding to the annual total, so an annual figure of roughly twelve times the monthly base understates total compensation for shift-based roles.
What makes hiring data centre staff in Finland difficult?
Hiring data centre staff in Finland is constrained by regulated electrical qualifications, shortage-listed technical trades, and intense competition from hyperscalers for a small, geographically concentrated talent pool.
Electrical work is regulated and certificate-bound. Under the Electrical Safety Act (1135/2016) and the Government Decree on Electrical Work (1435/2016), electrical installation and operation work must be supervised by a person holding a valid electrical qualification [5][6]. These certificates, graded S1, S2, and S3, are issued by Henkilö- ja yritysarviointi SETI Oy, the nominated assessment body, and require a passed electrical safety examination plus defined education and experience [5][7]. The examination is offered only in Finnish and Swedish [7]. SETI can recognise foreign qualifications, including those from other EU countries, but the process adds time, and the language requirement is a genuine filter [7]. Hiring a skilled electrician from abroad is not the same as being able to deploy them on a Finnish site on day one.
Electricians and technical trades are on the shortage list. The Ministry of Economic Affairs and Employment (TEM) tracks shortage occupations through its Occupational Barometer, and electrical and technical trades appear consistently [8]. Shortage status can speed up work-based immigration for some roles, but it also confirms that domestic supply is already insufficient and that every operator in the market is chasing the same candidates.
The wider technology talent pool is contracting relative to demand. Technology Industries of Finland estimated in December 2025 that the sector will need around 140,000 new professionals over the next ten years, against a current workforce of roughly 330,000, with around 50,000 of those new hires needing vocational-level qualifications [9]. Data centres compete for staff not only with each other but with the whole of Finnish industry, and 82 percent of the federation’s member companies said they intend to recruit international talent to close the gap [9].
Hyperscalers set the local benchmark. Where Google, Microsoft, and large colocation operators hire, they anchor pay and conditions for an entire region, so smaller operators and new entrants have to compete on employer proposition, shift patterns, and career path as much as on salary. Language and location narrow the field further, because several strategic projects sit in Kajaani, Kouvola, Mäntsälä, and Lapland, where the local technical talent pool is smaller and relocation or immigration is often the only route to a full team.
How should operators staff a data centre in Finland?
The operators who staff up cleanly separate their hiring into two tracks and resource each differently. High-volume and generalist hiring, the kind that scales with a build, suits an internal talent function or a broad staffing partner: technicians in volume, support roles, and repeatable positions where the pipeline can be systematised. Specialist and scarce roles are a different problem. Certified electrical engineers, experienced critical facilities engineers, commissioning specialists, and site leadership are not sitting in an active jobseeker pool. They are employed, often by a competitor, and they are reached through targeted search and direct relationships rather than adverts.
Timing matters as much as channel, because the certification and immigration lead times in Finland are long enough to delay a go-live if left late.

- 12 to 18 months before energisation: secure project and commissioning engineering leads, the scarcest build-phase specialists.
- 9 to 12 months before: hire critical facilities and M&E engineers to own reliability design and maintenance strategy.
- 6 to 9 months before go-live: recruit electrical specialists and confirm SETI qualification recognition, allowing time for certificate processing and, for overseas hires, the Finnish or Swedish safety examination.
- 3 to 6 months before go-live: build out the shift roster of critical facilities and BMS technicians and begin shift-pattern onboarding.
