Finland’s Data Centre Boom: Power, Sites and the People Behind It.

Five years ago, Finland was a footnote on Europe’s data centre map. It is now the continent’s second-fastest growing market, with total IT load compounding at more than 70 percent a year between 2020 and 2025. [1] The pull is structural: a cold climate, a low-carbon grid, cheap industrial land, political stability, and, since joining NATO in 2023, a security profile that appeals to operators handling sovereign or sensitive workloads. The question has shifted from whether Finland can attract investment to whether it can supply the power, the sites and the people the next phase needs.

The scale is real. One forecast puts the market at 5.8 billion dollars by 2031, up from 952 million dollars in 2025. [2]

Who is building, and where

Google anchored the market early, converting the former Summa paper mill in Hamina into one of its most efficient facilities, cooled by seawater from the Gulf of Finland. A one billion euro expansion announced in 2024 will grow the site toward 500 staff, with recovered heat set to meet close to 80 percent of Hamina’s district heating through local utility Haminan Energia. [3]

Microsoft is building a data centre region across three municipalities in the Helsinki area, Espoo, Kirkkonummi and Vihti. [4] The newer wave is broader. TikTok has committed to two one billion euro sites under Project Clover, its European data-sovereignty programme, first in Kouvola with developer HyperCo, then in Lahti. [5] [11] Prime Data Centers is planning a roughly 1.8 billion euro AI-ready campus in Järvenpää, north of Helsinki, with Nordic partner Brunswick Real Estate and construction due in 2027. [12] atNorth, Verne, Equinix and Telia sit alongside them, and Business Finland counts more than 50 construction-ready sites, scaled up to 1,000 megawatts and beyond. [6]

The Nordic differentiator: waste heat

Finland’s sharpest edge is heat recovery, and it is not new. The Mäntsälä data centre, opened by Yandex in 2014 and now run by Nebius, pioneered one of the world’s first schemes to feed server heat into a municipal grid, and still covers around three-quarters of the town’s district heating. [13] The current flagship is larger. In the Helsinki region, Fortum has brought two heat pump plants online in Kirkkonummi and Espoo to capture waste heat from Microsoft’s server halls, expected once fully integrated to cover around 40 percent of the roughly 2 terawatt hour annual demand serving 250,000 users, in what Fortum calls the largest project of its kind in the world. [7]

Even so, heat recovery remains the exception rather than the rule, largely because operators have lacked a commercial reason to connect. [5] That calculus is now shifting. The reduced electricity tax that helped draw Microsoft and Google moves to the standard rate on 1 July 2026, raising data centres’ tax from 0.05 to 2.24 cents per kilowatt hour and weakening the economics of running a facility that simply vents its heat. [14]

The constraints that will decide the pace

Growth is now pressing on the grid. Fingrid has placed temporary restrictions on new connections for large users above 10 megawatts around Helsinki, Turku and Tampere until 2027, and plans to invest around 7.2 billion euros in transmission through 2035. [8] The problem is less generation than geography: Finland’s wind capacity is concentrated on the west coast and in the north, while operators cluster in the south for connectivity and district-heating links. Data centres drew around 1.6 terawatt hours in 2024, under 2 percent of national consumption, but that is projected to reach 5 to 6 terawatt hours by 2030. [8] Permitting timelines add a second lag.

The third constraint gets less attention and matters most to delivery: people. Data centres run on specialist talent, and the roles a Finnish build depends on are scarce everywhere. The Uptime Institute flags acute shortages of high-voltage and power systems engineers, electrical and mechanical technicians, and cooling specialists, with demand outpacing supply. [9] Finland’s domestic base is small for the scale being built. Technology Industries of Finland estimates the sector needs 140,000 new professionals over the next decade, and 82 percent of its member companies plan to recruit internationally. [10]

This is where a build’s timeline is quietly won or lost. A campus can have its site, grid connection and capital in place and still slip because the commissioning lead or the electrical engineering cohort took months to hire. In a market growing above 35 percent a year, that lag is project risk with a delivery date attached.

What to watch

Finland’s structural case is durable. The variables are the ones being managed right now: whether transmission keeps ahead of demand, whether permitting speeds up, whether the tax change cools investment or simply pushes operators toward heat recovery, and whether specialist talent arrives fast enough to hold schedules. The capital has decided Finland is the place. The next phase depends on the power, the sites and the people arriving in time to match it.
